Enhancing the Effectiveness of Regional Fisheries Management Organizations through Trade and Market Measures

This briefing paper suggests that Regional Fisheries Management Organizations (RFMOs) can make more
effective use of trade and market measures in achieving their objectives. These measures should include trade sanctions, which appear to have had some impact on countries that are not complying with RFMO standards, independent third-party certification schemes, based on chain-of-custody, and preventing outlawed vessels from simply reflagging.
