Proposal for a Council Regulation Concerning Authorisations for Fishing Activities of Community Fishing Vessels Outside Community Waters and the Access of Third Country Vessels to Community Waters

This is the final proposal concerning authorisations for fishing activities of Community fishing vessels outside Community waters. The proposal intends to simplify existing procedures, and also emphasises the need for better enforcement of the CFP rules through the introduction of eligibility criteria, sanctions and the reinforcement of reporting of catches and fishing effort. The proposed regulation excludes for authorisations, all vessels that have not complied with their obligations during the preceding year, or that have been listed by a RFMO as an "IUU vessel". The Commission also proposes to introduce measures obliging EU Member States to prohibit fishing for a vessel which has been involved in a serious infringement or has been placed on an IUU list.
