This brief paper, produced jointly by European Environment and Development NGOs, comments on the European Commission’s proposal to reduce by-catches and eliminate
discards in EU fisheries. The Commission is proposing a discard ban with supporting measures such as by-catch quotas and the use of more selective fishing gears.
