Transshipment

One way in which IUU fishing can remain undetected is by vessels transshipping their catch at sea, thereby avoiding reporting the catch to either the flag state of the port state.

Large vessels can remain at sea for months at a time, continuously refuelling and re-supplying. By transferring their catches onto transport ships (reefers) IUU fishing vessels can avoid entering ports with their illegally caught fish. In addition, the illegally caught fish is often 'laundered' by mixing it with legally caught fish on board transport vessels.

FAO's International Plan of Action on Illegal, Unreported and Unregulated fishing (IPOA-IUU) calls on port states to require all transshipments to take place in port or, at a minimum, require that transshipment at sea is done is accordance with proper controls and at locations where inspectors can be present to check the details of the fish being transshipped. The IPOA-IUU also calls on RFMOs to place restrictions on transshipments at sea. Many RFMOs, such as CCSBT, have adopted resolutions or conventions on transshipping.
