It is often the case that the countries affected most by illegal fishing, and where much illegal fishing takes place, are those with the fewest resources to tackle the problem.

Poorer countries affected by illegal fishing activities lose not only livelihoods for local people, but revenues for governments already strapped for cash and with little capacity to train officers, operate effective monitoring, control and surveillance, or to enforce laws and policies. The New Partnership for African Development (NEPAD) says only a few African countries, such as South Africa and Namibia, have the capacity to patrol their waters sufficiently to keep illegal fishing vessels away, leaving vast expanses of sea at the mercy of IUU fishing vessels (states' Exclusive Economic Zones extend 200 miles off shore).

There are a number of initiatives intended to encourage cooperation on a regional or sub-regional level, but these are often ineffective due to a lack of regulatory powers. However, there are examples, such as SADC's (Southern African Development Community) 2008 ministerial declaration on tackling IUU fishing, which has led to joint patrols and cooperation on enforcement. Another example of capacity building is provided by the US navy which, under the African Partnership Station, has coordinated training on issues such as enforcement, developing communications and the use of technology for officers in East and West African countries.

The Fish for All initiative is designed to be a credible, global science and policy dialogue capable of instilling urgency into the issues at hand through the active participation of senior policy makers, opinion leaders and researchers at various levels of the community. Information dissemination will play a key role and wide ownership will be sought. Established in 2002, the intitiave aims to achieve an inclusive and informed public dialogue on issues such as fish and development, fish and nutrition, health, livelihood, environment, gender, water, river basins and coasts, trade and economic growth.
