A number of RFMOs have introduced trade measures to provide incentives to join and comply with the agreement. These include, for example, prohibitions on parties to the agreement allowing landing or transhipment of fish from the vessels of non-parties, or non-complying parties.

Another form of trade measure is a licensing scheme designed to exclude IUU products from consumer markets. The Catch Documentation Scheme for the Patagonian toothfish, introduced under the Convention for the Conservation of Antarctic Marine Living Resources (CCAMLR) in 2000, is designed to exclude illegally caught toothfish from international markets. The Scheme has had a clear impact on the price of toothfish, with legal fish able to command a 20-30% price premium - overcoming, at least to an extent, the problem of legal harvesting being undercut by cheaper illegal activities.

Some debate has arisen on the compatibility of trade measures such as these with WTO rules. No country has yet, however, challenged such a trade measure under the WTO dispute resolution process.
