EU Common Fisheries Policy

The Common Fisheries Policy (CFP) is the European Union's instrument for the management of fisheries and aquaculture.

In 1970 the EU decided to grant equal access for EU fishermen to Member States' waters. In order to protect smaller-scale fishing, a 12-mile coastal zone was established for local fishermen. In 1976, Member States extended their Exclusive Economic Zones to 200 miles in line with international developments. Henceforth, Member States decided that the EU was best placed to manage fisheries in the waters under their jurisdiction and to defend their interests in international negotiations. After years of difficult negotiations the CFP was introduced in 1983.

The CFP was reformed in 2002 to ensure a more long-term approach was adopted to fisheries management, involving the establishment of recovery plans for stocks outside safe biological limits and management plans for other stocks. It aimed to implement an eco-system-based approach to fisheries management. However, the CFP has come in for much criticism from fishermen, who frequently claim they do not have fair access to fisheries, and from NGOs, who claim the management measures under the CFP are too lenient or not enforced adequately. Governments are often reluctant to adopt or fully implement measures to reduce over-fishing, due to short-term political considerations. In 2008, the European Commission launched a review of the CFP, with the intention of analysing successes and addressing problems.

The CFP-reformwatch.eu website is an initiative of Swedish MEP Isabella Lvin, member of the Green group in the European Parliament. Mrs Lvin is also a full member of the Fisheries Committee, a substitute member of the Development Committee, and vice-chair of the Intergroup Seas and Coastal areas.

The aim of this site is to provide easy access to information on the ongoing reform of the Common Fisheries Policy (CFP), in order to facilitate news reporting as well as stakeholder involvement.

The Community Fisheries Control Agency (CFCA) is a European Union body established in 2005 to organise operational coordination of fisheries control and inspection activities by the Member States and to assist them to cooperate so as to comply with the rules of the Common EU Fisheries Policy in order to ensure its effective and uniform application. CFCA has its official seat in Vigo, Spain.
