Kenya's coastline extends for 640km, however, the marine sector contributes only 3-4% to overall fisheries production. Most marine fishing activity is confined to the shelf area inshore along the coral reef and is carried out by artisanal fishers.

Government policy is to promote the development of fisheries to maximise food and employment benefits whilst ensuring that resources are utilised sustainably. Along the densely populated southern coast serious reef degradation has resulted from overuse and is reflected in a reduction in the abundance of finfish and coral. However, there are indications that the degradation has been slowed down where Marine Protected Areas have been established.

The artisanal fleet includes sailing dhows, dugouts, outriggers and other small boats using gill nets, handlines, tanglenets, traps, spear guns and pull seines. The main species caught are sea breams, sharks, snappers and barracuda, with smaller quantities of some pelagic species such as mackerels, sardinellas and tunas, plus lobsters, prawns and bche-de-mer.

Illegal fishing is a problem in the country's territorial waters, robbing thousands of local fishers of their livelihoods through dwindling stocks. The government announced plans to install a vessel monitoring system to help combat illegal foreign trawler fishing. The government also imposed a ban on trawling in 2006 to protect the artisanal sector.

Kenya has recently received a substantial grant from the World Bank to coordinate a project to promote sustainable exploitation of fisheries in Tanzania, Madagascar, Mozambique, Comoros, Mauritius, South Africa, Seychelles and Kenya.
