Namibia

Namibia has one of the most productive fishing grounds in the world, based on the Benguela Current System. Namibia's Exclusive Economic Zone (EEZ) supports around 20 commercial species, mainly small and large pelagic, such as pilchard, anchovy, mackerel, tuna, hake, monkfish, sole and crab. Eight of these species are regulated through Total Allowable Catches (TACs). Namibia is also the world's second largest supplier of the commercially valuable orange roughy, although catches have been small in recent years.

Namibia's fishing industry involves catching, processing and marketing of fish and fish products. The fishing fleet is more than 80% Namibian owned. More than 90% of its fisheries production is exported in various product forms, primarily to the EU, the US, the Far East and other African countries. Fish exports account for 15% of total exports in Namibia and are the second biggest export earner of foreign currency. Artisanal and smallscale fishing does not exist because of the rough seas and difficult living conditions along the coast.

Most of Namibia's fish stocks are in a reasonable state, despite declining landings in recent years. The government has not been afraid to take tough measures to conserve and manage stocks. In 2002 the Ministry of Fisheries and Marine Resources (MFMR) set zero quotas for pilchard in order to allow the rebuilding of stocks; fisheries observers are present on board all vessels; and inspectors monitor landings in order to guarantee a strict respect for the regulations.

The MFMR was established in 1991 and has a very clear fisheries management focus, the cornerstone of which is the Marine Fisheries Act 2000. Namibia is a member of a number of regional organisations, host to a number of regional programmes concerned with management and conservation, and a member of the High Seas Task Force.

As a follow on action from the High Seas Task Force, the UK government is supporting an African policy process to tackle IUU fishing in Angola, Mozambique, Namibia and South Africa. The programme brief and first update is available here.

Namibia is often held up as an example of well-managed and effectively monitored fisheries.

Stop Illegal fishing

The commitment to stop illegal fishing already exists in Southern Africa. Countries, organisations and individuals are fighting illegal fishing on a daily basis. The Stop Illegal Fishing programme brings new international support to this fight. The Programme aims to facilitate a coherent regional commitment to tackling illegal fishing between the SADC coastal Member States of Angola, the Democratic Republic of Congo, Madagascar, Mauritius, Mozambique, Namibia, South Africa, and Tanzania.
