Libya

Despite Libya's 1,970 km coastline, national fisheries perform well below their potential, accounting for only 9% of agricultural GDP, and employment in the industry accounting for only for 1% of the labour force.

Libya's fishing activities can be divided into four categories: artisanal coastal fishing, 'lampara' fishing, coastal trawling and tuna fishing. Most of the catch is taken by artisanal boats working with nets or hooks. The lampara fleet is composed of motorised vessels up to 18m, which team up with one or two smaller non-motorised 'lamp' boats with are towed along on nightly trips to and from fishing grounds where they catch small pelagics. Tuna fishing is carried out mainly by the industrial fishing fleet of longliners and purse seiners, and tonnaras (a set of nets extending 3-5km out from the coast).

Most of the catch is sold in large urban market areas and consumed fresh, except for a part of the small pelagic catch, which is canned for the domestic market or used as fishmeal. Exports are still very low; about 2,000 tonnes of bluefin tuna are exported annually to international markets (mostly Japan) and small quantities of high value fish are exported to Tunisia.

Libyan fishermen have been accused of a number of illegal activities, including under-reporting their Mediterranean tuna catches to ICCAT, unregulated transhipping, and engaging in illegal spotting of tuna shoals from the air.
