Vietnam's marine fishery resources potential has been estimated at 4.2million tonnes of which the annual allowable catch is 1.7 million tonnes, including 850,000 tonnes of demersal fish, 700,000 tonnes of small pelagics and 120,000 tonnes of oceanographic pelagic fish.

Vietnamese waters have more than 2,000 species of fish, of which 130 are of commercial importance. The most important commercial species are shrimp, tuna, squid, sea bream, snappers, groupers and small pelagics. Seafood is the third largest export product after textiles and crude oil and the main markets are the US, Japan and China.

Large foreign boats often enter Vietnamese waters to fish illegally. According to unofficial statistics from the coast guard stations, there are 300-500 reports of foreign boats fishing illegally every year. They are active off shore during the day and near shore at night time. The quantity of marine catches taken by these vessels are estimated to be 100,000 tonnes per year.

During the last year Vietnamese fishers have been arrested for illegal fishing activities in Malaysia, Indonesia, the Philippines and Thailand, some of whom were operating in small fleets of trawlers.
