Japanese marine fisheries are divided into three categories: distant water fisheries, operated mainly on the high seas and under bilateral agreements in the Exclusive Economic Zones (EEZs) of other countries; offshore fisheries, operated mainly in the domestic EEZ as well as under bilateral agreements in the EEZs of neighbouring countries; and coastal fisheries. Distant water fisheries and offshore fisheries have been declining in recent years, whereas coastal fisheries have maintained a stable supply of products.

Despite recent declines in imports, Japan remains the world's largest fishery product importer both in volume and in value, accounting for 14% of the world's total import volume and 22% of the total import value. Japan has very limited agricultural potential and marine products are an indispensable source of food, providing approx 35-40% of the total animal protein supply.

Current Japanese fisheries policy is mainly focused on improving productivity and increasing production. A Total Allowable Catch (TAC) system has been introduced with a view to establishing a framework for the conservation and sustainable use of resources. Under agreements between relevant fisher groups, resource recovery plans have been developed for deteriorating fish stocks. Under these plans, no-fishing period bans on catches of small fish and other fishing restrictions have been imposed, releases of seedlings have been promoted to enhance fishery resources, and the environment of fishing grounds have been restored and conserved.

Japanese consumers' insatiable appetite for tuna has led to much criticism from conservation groups, as Japanese vessels operate in some of the most depleted tuna fisheries in the world, and have admitted to overfishing bluefin tuna. Illegal fishing cases prosecuted in Japan are also on the increase.

Its current Member Countries are Brunei Darussalam, Cambodia, Indonesia, Japan, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam. SEAFDEC undertakes research on appropriate fishery technologies, trains fisheries technicians, and disseminates fisheries information.
