Portugal

 The Portuguese fishing industry is large and diversified. Vessels can be categorised as local fishing vessels, coastal fishing vessels and long distance fishing vessels. Local vessels manage a reasonable level of income due to the high commercial value of the species they capture: octopus, black scabbardfish, conger, pouting, hake and anglerfish. This fishery represents 37% of landings.

The coastal vessels operate further from the coast and even outside the Exclusive Economic Zone (EEZ), and target demersal species such as horse mackerel, blue whiting, octopus and crustaceans. Portuguese vessels also fish in many foreign waters, including those off North and West Africa, and the northwest and northeast Atlantic. These vessels target redfish, sardine, horse mackerel and cod.

Fishing effort is controlled by a licensing system in which acquisition, construction or modification of a vessel, and the use of certain fishing methods, requires prior authorisation. The objective is to allow the fleet to modernise without increasing fishing effort. Portugal also has to abide by the requirements of the EU Common Fisheries Policy (CFP), which include measures to adapt the fleet to preserve resources.

Portugal is one of seven EU member states facing possible penalties for excessive exploitation and misreporting of bluefin tuna catches in the Atlantic and Mediterranean, and for showing a lack of obligation and responsibility to the bluefin tuna recovery plan agreed by ICCAT in 2006.
