New Zealand's Exclusive Economic Zone (EEZ) is the fourth largest in the world. Around 40 of the 130 species harvested are commercially significant, the most valuable being hoki, orange roughy, spiny red rock lobster, paua (abalone), ling, snapper, squid, hake and red cod. In addition to commercial fisheries in New Zealand waters, the industry also operates globally in high seas fisheries for species such as orange roughy, Patagonian toothfish and migratory tuna species. Approximately 90% of the fish caught is exported and the main markets are the EU, the US, Japan and Australia.

The Ministry of Fisheries (Mfish) is responsible for the management of New Zealand's fisheries. The government's objective is to ensure sustainable fisheries in a healthy marine environment. A Quota Management System (QMS) covers around 60 of the most significant species, representing 95% of the total commercial harvest. The QMS sets output limits and transferable quotas are allocated to individuals based on the proportion of the Total Allowable Catch (TAC) they own. This transferable quota is the tonnage that can be fished the Annual Catch Entitlement. The QMS is supported by measures for catch monitoring and a system of incentives and penalties. There is a high degree of vertical integration in New Zealand commercial fishing operations i.e. typically fishing companies are involved in both catching and processing of fish.

The settlement of Maori fisheries claims is recognised in the Treaty of Waitangi (Fisheries Claims) Settlement Act 1992. Since that time Maori have become one of the biggest participants in commercial fishing and control more than half of all commercial fishing through various company and quota ownerships.

New Zealand's reputation for quality seafood from clean waters and sustainably managed fish stocks ensures a steady demand for its products. New Zealand hoki has achieved Marine Stewardship Council certification.

New Zealand is a member of the High Seas Task Force.
