High Seas Task Force

The High Seas Task Force was established in 2003 by a group of fisheries ministers and international NGOs who decided to work together to develop an action plan designed to combat illegal, unregulated and unreported fishing on the high seas. The Task Force included the fisheries ministers from Australia, Canada, Chile, Namibia, New Zealand and the UK, together with the Earth Institute, IUCN-World Conservation Union, WWF International and the Marine Stewardship Council.

The work of the Task Force identified nine practical initiatives necessary to expose IUU fishing activities, deter them and improve enforcement against those responsible. The initiatives were set out in the final report of the Task Force.

Following the release of the report, immediate steps were taken by the Task Force partners to implement the HSTF recommendations. The six member countries took the lead in implementing elements of the recommendations and engaging other like-minded countries and organisations in combating IUU fishing.

The Task Force set up a series of expert panels which identified a number of specific recommendations. The initiatives which developed from these recommendations, and the projects to implement them, were taken forward by the Task Force partners. The project themes were:

* Address the needs of developing countries.
* Establish a global information system on high seas fishing vessels.
* Fill critical gaps in scientific knowledge and assessment.
* Promote better high seas governance.
* Strengthen the International MCS Network.
* Support greater use of port and trade measures.
